Roulette is a game of chance, and there is no way of cheating at roulette to increase the odds in your favour. You can do this same calculation for the other bets, and it comes out the same. The United States adopted their own version of roulette, but the French version is still played time to time in Las Vegas. Once the bets have been placed on the table, the wheel is set to start spinning
and a small - usually metal or ivory - ball is spun onto the wheel in the
opposite direction to that of the spinning wheel. The players who bet on the winning number or color are rewarded while the
players who bet on the losing number(s) lose their chips to the casino. The ball stops in one of
the numbered pockets of the Roulette wheel. A croupier conducts land based casino's. The dealer spins the roulette wheel in one direction and the small ball in the opposite one. Outside bet options include betting red, black, even, odd, low, high or selected thirds of numbers. However, if the dreaded 00 is spun, the House (the casino)

the bets are placed on the table, a small ball is released on to the spinning

Roulette is a game of chance. There is little you can do from a strategic point of view other than trying to keep the house edge to a minimum. There are special rules in casinos which directly affect on the edge.
The first special rule is the 'surrender' option. In Roulette, this rule applies to outside bets which pay even money only, such as odd/even, red/black, and high/low. In case the ball falls on 0 or 00 you lose half your bet,but not the whole betting. This affects the house edge considerably; after all it is the 0 and 00 which account for the high house edge in the first place. Of course, the payoffs aren't as great for outside bets, but simply by finding a table with the ‘surrender' rule, you are improving your odds substantially.
Rather interesting point is the 0 and 00. It is better to look out for tables with only one 0 , or European tables. Primarily found in Europe, these tables offer a much more attractive house edge from the player's point of view. With a European table to play on you are reducing the house edge from 5. 26 percent to 2. 7 percent. Physically European roulette tables are found more often in Europe, but in the ‘online world’ gambling they are just a click away.
